Floyd Hill Area Property Owners’ Association Meeting Minutes Sunday, December 13, 2009 Time: 5:00 pm Location: Keith and Rebecca Briggs house: 1096 Aspen Drive Business Meeting: Call to Order: FHAPOA President, Josh Lewis, called the Business Meeting to order at 5:30 pm.
Minutes from September 29, 2009 meeting: (as posted at www.FloydHill.org) The minutes were approved as written by a motion from Paul Berteau, seconded by Pat Aiello Treasurer’s Report:Balance 9/29/09 $12,229.77 Deposits (receipts from fall chipper weekend) + $ 175.00 Debits* - $ 464.13 Balance 12/13/09 $11,940.64 The budget for 2009 was $5,205.00 and 2009 FHAPOA expenses were under budget by $2,969.76. The fall Chipper weekend broke even (rented chipper costs $60/hour + fuel) with 47 stops. Committee Reports: Road Committee: Report by Pat Aiello A new employee at the County Road and Bridge Department, David Haxel, conducted a survey of the number of vehicles that pass 7 spots in the Floyd Hill area. This was a part of data gathering about driving patterns throughout the County. Road crews recently completed a culvert across Aspen Drive. The Committee continues to work with County Roads personnel to solve fleeting road resurfacing efforts since the new grading material is quickly pushed off by snowplows. A new County Administrator is being recruited. Neighborhood Roadway Safety Committee: Report by Anne White Some ideas for roadway safety such a convex mirrors on sharp turns or solar blinking caution lights were discussed. Linda Berteau is investigating replacing faded Neighborhood Watch signs and arranging for retraining of residents in this program. Kris Lee will intensify the efforts of this committee this spring. Emergency Notification Committee: Report by Holly Gangell Holly Gangell recently updated the emergency notification list for Floyd Hill. Development Committee: Report by Jim White Almost 100 neighbors attended the County Planning Commission meeting at the High School on November 11th. As a result, the Sub-Regional Master Development Plan was approved by the Clear Creek County Planning Commission by a vote of 4 to 2. This approval was contingent upon including a statement in the Plan: ‘The Planning Commission rejects and disagrees to a level of development such as that described in the Level II alternative’. All references to Level II development will be relocated to an addendum at the rear of the document for possible use at a later date. Each member of the Commission will highlight the portions of the Plan that will be moved into an addendum so that these inputs can be combined. This action was promised before the end of the year, but no report has yet been made public. Save Open Lands, Vistas, and the Environment (SOLVE), is a non-profit group active in the area for ten years and is responsible for the Beaverbrook watershed open space possible is reactivating. Floyd Hill resident Mike Chevarria has volunteered to serve as Secretary. Water Response Committee: Jim WhiteNo report.
Activities Committee: Report by Linda Berteau A FHAPOA Halloween party was held at Lou and Autumn Montgomery’s “haunted house” on October 31st. First prize for costumes was awarded to the Harry and Jael Dale clown family. Second prize was awarded to the Montgomery’s who impersonated Harry Potter and Dumpledorf. Third prize went to Anne and Jim White who dressed as monkeys! It was a spooky and fun evening! 14 Floyd Hill residents went caroling door-to-door on December 12th and gave cookies to Orley Burgess, Janice and Werner Illig, Jo Pestinger, and Harry Dale with hot chocolate and cookies for the singers afterwards. A potluck holiday celebration took place at the festive home of Keith and Rebecca Briggs on December 13th. Suggestions were made for 2010 Association activities to include a summer blue grass picnic at the new playground and a hayride/bonfire fall event (pending fire authority approval). Linda Berteau would like to start a Cares and Concerns sub-committee to identify neighbors with health concerns or facing hardships where neighbors could lend morale support. Other ideas are welcomed for planning 2010 Association events and activities. Community Wildfire Protection Plan (CWPP) Committee Report by Josh Lewis Nine members of this team from Floyd Hill, Beaver Brook, and SaddleBack have met twice to create a draft to present to the public by May, 2010. Once a CWPP is adopted, our communities will qualify for grant monies. Currently boundaries of our CWPP are being defined. This effort to define and prioritize wildfire threats in our area is being led by John Chapman, a retiree of the Forest Service and author of 12 other CWPP’s. The next meeting is planned at the U.S. 40 firehouse with representatives from the Idaho Springs and Evergreen fire authorities, the U.S. Forest Service. All citizens are welcomed to attend. Closure and Next Meeting: The next FHAPOA meeting will be scheduled for Thursday, January 28th at 7:00 pm at the Fire Station on U.S. Route 40. Keith Briggs will contact the County Sheriff’s office to see if an Emergency Preparedness staff member can talk about Code Red and the reverse 911 system as well as other local safety issues. If this program cannot be scheduled, Pat Aiello will contact the Road and Bridge Department to see if Tim Allen or Johnny Sanchez can speak. Paul Berteau motioned to close the meeting and Pat Aiello seconded the motion. Josh Lewis adjourned the business meeting at 6:25 pm so the holiday party could resume. Respectfully submitted, Linda G.
